The grant from the U.S. Department of Education's Institutw of Education Sciences will allow Heinricgh to employ academic staff and at least four graduate students each year to work on expandint the project oother cities. Heinrich will continud an evaluation of the tutoringg programs MPS offers as part ofthe district's fulfillment of the federal No Child Left Behind law. The law requires publicc schools that have not adequately increased student academifc achievement for three years to offerf childrenin low-income families the opportunity to receivr extra academic assistance such as tutoring.
Heinrich's initiakl research found that Milwaukee's federallty mandated and funded tutoring program is not necessaril reaching the people who need the most nor is it effective in increasingstuden achievement. "Our preliminary results suggest that the studentss in the tutoring programs are not performinfg any betteron Wisconsin'es standardized tests than eligible students not involvedf with the tutoring," Heinrich said. Heinrich and her co-workersz have been conducting the MPS study sincweApril 2006.

Unde r the five-year state incentive agreement, the organization plands to add 550jobs immediately. The jobs will pay an averagde annual wageof $35,982. Salariees will range up to $80,000 annually. The hiring will focus on mortgage negotiators, customer-servicer representatives, call-center managers and mortgage “NACA is excited that it’zs putting more than 1,000 people to work during these touggeconomic times,” NACA Chief Executive Bruces Marks said Thursday.
“Today’s announcement is more than just a soundebite — we are followinfg through on this investment by holdingf a jobs fair tomorrow to hire 550 people immediately.” Perdue said Thursday that she consulted with former Bank of Americ Corp. Chairman Hugh McColl Jr. about the deal. McCol has been a longtime supporterof NACA’ws work. BofA began a partnership with NACAunder McColl’ss watch in 1995 and in 2004 committed $6 billion to its lending program. Perdue says McColk confirmed to her that he expected NACA could follow through on its job commitments in severakphone conversations.

I would hope it wouldd be an eruptionof jobs, not just trickles down.” The group claims it will be the largesy number of people hired immediately in one area and the largest job commitmenr in the country since the mortgage crisiw began in 2007. It is in this role that he has facefd criticism over the past year in responss to rising suicide rates among soldiers and Feeley was singled out in a story published June 1 by ThePublicx Record, an online media sourcre published by the nonprofir International Humanities Center. The story highlighted a backloyg of nearly 1 million unfinished disability claimsfrom veterans.
The story cited the VA’ inability to implement components of its Mental Health StrategicPlan (MHSP), which was designed to provided rapid services for veterans who show signsx of suicide or who suffefr from post-traumatic stress disorder. Feeleyg was blasted for failing toprovidde oversight, as well as for failingt to implement elements of the strategic when he ran the Upstatee VA network. He previously was criticizer by suicide experts during a lawsuit challengin gthe VA’s mental health system. A story published in the San Francisco Chronicle in Aprikl 2008quoted Feeley, who said in a pretriak deposition that the VA had no systematic nationa l plan for suicide prevention.

Basic HMO rates for state workerzs will rise an averageof 3.43 percent in 2010, down from almostt 6.6 percent in 2009. The rate hikes run from a low of 0.32 perceng for Blue Shield Net Valuer to a highof 4.9 percenr for Kaiser (see chart). Figures for public agencuy workers varyby region. All three HMO plans will drop rates in 2010 for membersin Sacramento, Placer and El Doradok counties. Yolo County rates will increase from a lowof 0.98 percenr for Blue Shield Net Value to a high of 4.77 percentg at Kaiser.
Medicare HMO rates for all workers and regionz will increase an averageof 0.27 percenyt in 2010, but vary from a 12.27 drop for membere of Blue Shield Access+ to a 6.5 percent increasd for Kaiser members. “We are extremelyt pleased to presentthese rates,” Gregoryg Franklin, assistant executive officee of CalPERS health benefits branch, told committee memberzs Tuesday. “Negotiations were extremely tough.
